No device custom logic

Implement /BTI/MDE_BADI_WR_ISU_NODV to add custom logic to the “No Device Found” work request.

This is primarily used to identify installations that do not require a device. See /BTI/MDE_CL_WR_NODV_EXAMPLE for more details.
