Creating CTMS transport forms is disabled by default. If CTMS transport path is configured, then it is mandatory to enable the creation of CTMS transport forms. This feature can be activated by enabling the “Show CTMS Transports Without Forms” option under the SAP Cloud Transport Management header in Admin Apps -> Other Setup -> Feature Deactivation.
