ActiveControl Business Tasks are typically created via one of three ways:

1) Automatically, via an Integration with an ITSM tool such as ServiceNow or JIRA.
2) Manually in the SAPGUI, by the first person (ie Developer or Functional resource) working on the change.
3) Manually in the Web Platform, via a central resource or team (eg Change Manager, Functional Leads etc).

ActiveControl Business Tasks are created and maintained by authorised users in the Web Platform, via the Business Task app tile.
