The ActiveControl workflow consists of Inbox, Test Queue and Outbox control points where an approver(s) is responsible for approving the SAP change / transports.
Each Target in the Path can have an Inbox, then Import Queue, then Test Queue, and finally an Outbox.
Until an approval or test signoff is performed, the transports won’t move forward in the transport path. These Inbox, Test Queue and Outbox control points are completely configurable, depending on an SAP customer’s approval requirements.

Virtual Targets
It is not possible to have more than one of each control point locations in a Target. Where this is needed to support a Customer workflow, virtual targets can be used. A virtual target is essentially a target without an Import Queue. It does not reflect a real SAP system, but instead is a dummy target that can be used to enable additional approval points (ie additional Inbox, Test Queue, Outbox) as part of the workflow.
